NSL Wins Warwickshire – Saves County £500,000

NSL has been awarded a five year contract to provide on-street parking enforcement and associated services for Warwickshire County Council.

The contract, which begins in November 2014 and includes an option to extend for two years, is set to save the county £500,000.

NSL will be running CPE on WCC’s behalf in CEAs located in four district/borough councils.As well as Civil Parking Enforcement, the contract includes the range of associated parking services including pay & display cash collection and maintenance, suspensions and dispensations, permit administration and PCN processing, which will move to one back office, utilising NSL’s flagship Shared Service Centre in Oldham.

A key benefit of Warwickshire taking control of enforcement is that a consistent level of enforcement will be applied across the County, whilst outsourcing the delivery offers the flexibility to adjust enforcement to match compliance levels locally. Warwickshire residents will also have a hotline to call should they need to request additional enforcement at short notice.

The contract also allows partners in Coventry, Solihull, and other the District and Borough councils within Warwickshire to buy in at a later date and benefit from economies of scale, potentially reducing their own parking costs.

NSL’s Commercial Director, Graham Williams, said: “Warwickshire has demonstrated what can be achieved by collaborating with the private sector, by bundling services together and joining a number of other local authorities in NSL’s shared service centre, the County will benefit from NSL’s expertise, deliver a high quality CPE service, whilst taking a large stride toward meeting their corporate savings targets.”

Cllr Peter Butlin, Warwickshire County Council’s portfolio holder for transport and planning, said: “We have been faced with carrying out as many of our services as possible with a smaller budget. I am pleased to award this contract to NSL Ltd as it enables us to continue a service that the public wants whilst making savings. The money we save will be put back into the highways budget to allow us to repair roads, improve signage and add safety measures.”
