NSL, the UK’s biggest provider of civil enforcement services, has been appointed to provide environmental enforcement services for Hillingdon Council. The contract, which commences on August 12, will run for two years, with an option for a one-year extension.
The contract covers six environmental enforcement officers (EEOs), who will enforce and issue Fixed Penalty Notices (FPNs) in pairs, to be deployed out of Council offices by Hillingdon Council. The contract will also include a Team Leader and an Administrator, and NSL shall also provide some shared contract manager resource.
The enforcement covers the dropping of litter, including gum and cigarette butts; dog fouling; distribution of free leaflets without a valid permit; and fly-posting.
The EEOs shall also be tasked with providing the Council with information concerning on-street offence hotspots, including matters such as accumulated waste, illegal street-trading, and obstructions of the highway.
Another element of the service will be to deter anti-social behaviour through the EEOs presence, as well as the enforcement of by-laws.
