Hero civil enforcement officer mugging victim in West Kirby

There are not many who would cheer the presence of a civil enforcement officer, but one woman was particularly pleased there was one around in West Kirby last week.
The unnamed woman, who lives in Cornwall, was in West Kirby on a visit when she had her handbag swiped by two young men, who then fled the scene. Eagle-eyed civil enforcement officer, Steve Boylin, employed by NSL who works in partnership with Wirral Council’s parking team, was working around Grange Road in West Kirby and noticed two males running across the road towards Sandlea Park; both men were dressed in black, and wearing black baseball caps. Steve saw that one of the men was holding the bottom of his jacket to stop something falling out. Sensing foul play Steve followed them into the park, where he saw the offenders trying to hide behind the bushes. Steve went to approach them, but the men emerged from behind the bushes and walked away. Quick-thinking Steve used his camera to take a few photos of the two men. When he checked behind the bushes he found the victim’s handbag. Steve phoned the police and waited for them to arrive. Later that day the police contacted Steve to let him know that the bag had been returned to its rightful owner.
NSL’s manager for the area, Ewan Cobain, said: “It’s a dreadful thing to happen to anyone, but especially so when that person is visiting the area, and far from home. But I’m delighted that, because of my officer’s quick thinking, the assailants were photographed, and the bag returned to the victim. He is a credit to the

company and to Wirral Council, and deserves all of the positive attention that Civil Enforcement Officers rarely receive.”
Cllr Harry Smith, Wirral Council Cabinet member for Streetscene and Transport Services, said: “There is no doubt that the quick-thinking and tenacity of this enforcement officer could lead to arrests, well done Steve!”
