Project:
Training Excellence - CCTV Training
Overview
NSL and The London Borough of Hounslow have worked together to introduce Community Safety CCTV in to the Borough. NSL have an existing Traffic Enforcement CCTV operation in Hounslow and were approached in early September 2009 regarding the expansion of this operation to help combat Crime and Disorder in the borough. The borough is making a considerable investment in improving the infrastructure of the CCTV operations and is keen to maximise its effectiveness in support of the Community.
The Challenge
The undertaking of this process was considerable, requiring the recruitment, CCTV training and SIA Licensing of 10 new staff in a timescale of less than 2 months. The SIA Licensing process is time consuming in itself and would be a major challenge for this implementation.
The new opportunity attracted over 30 applications and 2 assessment days were held by NSL. Ten successful candidates would be required to complete a training course to achieve BTEC Level 2 in CCTV Operations (Public Space Surveillance), which is compulsory for anyone to obtain a SIA CCTV License.
The Solution
NSL are able to offer Industry standard CCTV Training, approved by the awarding body Edexcel, through our award winning 'Centre for Training Excellence'. NSL facilitated the 4 day course in early December, which culminated in a written and practical examination for the delegates. Following the completion of the course, Michael spent a further week at the new control room in Hounslow, coaching the new operators in practical observation, equipment operation and radio techniques, all which will be vital skills in the new operation.
It is a legal requirement that all persons engaged in Public Space Surveillance must hold a valid SIA License. NSL hold an “Accredited Contractor Status” with the SIA, which allows the Company to deploy a number of Front Line staff while they are waiting for their License applications to be approved. The total number of License Dispensations that can be granted is 15% of the total licensable positions throughout the Company. NSL manage Public Space Surveillance operations in Hackney, Haringey, Bromley, Islington and Waltham Forest.
Thanks to NSL's unique status, sufficient License Dispensation Notices were able to be issued to ensure that all the staff for the new control room could be deployed in time for the launch day.
The Result
At 10:00 on 14th December 2009, the London Borough of Hounslow's Community Safety Programme went live, on schedule and on time.
Martin Dadswell, Contract Manager for Hounslow said,
“The timescale for getting everything in place by the launch date was very tight. NSL's ability to deliver CCTV training to BTEC Level 2 standard has been a considerable advantage, but most important was the Accredited Contractor Status, which allowed the client to have all my new recruits available for deployment from Day One”.
